			<content:encoded><![CDATA[<p>It was no surprise that the recent budget was a classic case of swings and roundabouts for small businesses. The Chancellor was torn between the need to stimulate the economy by helping businesses where he could, and the fact that the ongoing deficit meant that he had little or nothing to give away. In the end, it was a tinker here and a tweak there, which left us with a mixture of good news and bad for small businesses.</p>
<p>On the positive side, the Chancellor has changed the rules to allow small businesses earning up to £77,000 to work out their year-end accounts based on actual cash payments, rather than orders on their books. This means businesses will no longer have to pay tax on money they have yet to receive.</p>
<p>The budget also reduced the rate of corporation tax to 24%, although this is unlikely to help small businesses, as companies earning less than £300,000 already pay the lower rate of 20%, which did not change. Innovative businesses will, however, benefit from a new special rate of tax for income from patents and intellectual property, which will now only attract a tax rate of 10%.</p>
<p>On the downside, there was no relief from business rates, with the 5.6% rise still to go ahead. Nor was their any good news for drivers or haulage firms, with no reduction in fuel duty and the planned 3p rise still scheduled to go ahead in August.</p>
